Billie Lee Ray, former First Lady of Iowa and beloved wife of late Governor Robert D. Ray, passed away peacefully on the morning of Feb. 18, 2026.

Mrs. Ray's roots run deep in Iowa, and her many accomplishments have left an indelible mark on our state. Having met while attending Roosevelt High School in Des Moines, Governor and Mrs. Ray were married on Dec. 22, 1951. Both became proud graduates of Drake University. Following graduation, Mrs. Ray taught elementary education in the Des Moines Public School system.

When Robert D. Ray was elected Governor of Iowa in 1968, Mrs. Ray began her tenure as First Lady of Iowa-a title she held from 1969 to1983. Mrs. Ray's legacy continues to impact various organizations to which she devoted her time and passion, including the Terrace Hill Foundation, Iowa Friendship Force, Drake University, Blank Park Zoo Foundation, the Red Cross, Easter Seals, United Way, Women in Business, Iowa Save Your Vision, Des Moines Civic Center, the Cedar Rapids Symphony, the historic Brucemore in Cedar Rapids, and so many more.

Billie Ray is survived by her three daughters, eight grandchildren, and two great grandchildren.

In lieu of floral tributes, Billie's family would appreciate memorials instead to The Robert D. and Billie Ray Center at Drake University. The Ray Center honors the legacy of leadership of both Governor and Mrs. Ray with a mission to improve civility through character development and ethical leadership from early childhood to the corporate, community, and public service arenas. You may donate online on The Ray Center website or send a check to The Ray Center at Drake University, 2507 University, Des Moines, Iowa 50311.

Billie's family will greet friends from 2:00 pm to 4:00 pm Thursday, February 26, 2026, at Iles Dunn's Chapel, 2121 Grand Avenue, Des Moines, Iowa 50312. Private interment at a later date.
