Billy Franklin Decker­ was born May 30, 1947, in the Big Sinking Community of Wayne County, Kentucky and departed this walk of life Sunday, September 14, 2025, in Somerset, Kentucky reaching the age of 78 years. He was the son of the late William Stokley and Glena Belle (Lowe) Decker.

He is survived by his wife, Eloise (Thompson) Decker; 4 sons, Vincent (Carol) Decker, Patrick (Melissa "Lisa") Decker, Garry Decker, and Barry Decker; 1 daughter, Jennifer (Anthony) Orr; 1 brother, Jimmy Decker; 3 sisters, Deborah "Debbie" Bell, Dorothy "Dottie" Tucker, and Paula Matthews; 2 half-brothers, Hobart Decker, and Bobby Decker; 1 half sister, Ruby Jean Evans; 3 grandchildren, Holden Decker, Logan Decker, and Adysen Orr; along with a host of family and friends that mourn his passing.

In addition to his parents, he was preceded in death by 1 half-brother, David Decker; and 3 half sisters, Mary Alice Quinn, Inalene Perkins, and Maedean Bridgeman

He was a loving husband, father, grandfather, brother, relative, and friend who will be sadly missed by all who knew him.

The family will receive friends on Wednesday, September 17, 2025, from 10 AM – 2 PM in the chapel of the funeral home. Funeral services will be held Wednesday, September 17, 2025, at 2 PM at the Hickey Funeral Home Chapel. Burial will be in the Big Springs Baptist Church Cemetery.

In lieu of flowers expressions of sympathy may take the form of donations to: Billy F. Decker Memorial Fund, c/o Hickey Funeral Home.
