Billy Ray Duggins, 72, passed away in Louisville, Kentucky on March 10, 2026. He was born on February 15, 1954, to his late parents, Jenonn and Irvin Duggins.

He took great pride in being a Boy Scout in his younger years, an experience that helped shape his lifelong love of nature and adventure. He had a creative spirit and especially enjoyed arts and crafts, often turning simple seashells into beautiful handmade pieces. An avid bowler, he also enjoyed fishing from time to time and spending peaceful hours at the library. He had a deep love for animals and found joy in the outdoors-whether relaxing at Rough River, taking long walks in nature, or traveling with his family. The moments he cherished most were the simple ones, spent in nature and in the company of those he loved.

Billy is preceded in death by his parents; and the love of his life, Sharon Duggins.

He will be lovingly remembered by his brother, Cecil E. Duggins; sisters, Eva Duggins-Lloyd, Mary Ann Duggins (Steve) and Linda Sue Stivers (Kenny); 2 nieces; and friends, Martha Sanders and Cheryl Frey.

His funeral services will be provided by Owen Funeral Home. Billy will have a direct burial at Louisville Memorial Gardens – East, 11601 Ballardsville Rd., on Wednesday, March 18, 2026, at noon.
