Cecil Eugene McMullan, 97, of Jackson, passed away on April 1, 2024, at his home. He was born on June 30, 1926, in Newton County, Mississippi to parents Roy and Dora Williams McMullan. Mr. McMullan enlisted in the United States Army and was a WWII Veteran, he served in the European Theater under Gen. Patton. His career in Land Management for the US Fish and Wildlife Service had brought him to Jackson, a town he loved, every year he looked forward to the County Fair, where he made sure everything was set up right. He was a member of the Jackson Rotary Club where he was awarded the Paul Harris Award (their highest honor). Cecil served as President of the Rotary Club in 1969 and was Rotarian of the Year in 2007. He eventually had the Jackson Fair grounds renamed in his honor. Cecil was a member of Masonic Lodge #119 in Ackerman, Mississippi for over 50 years. He also enjoyed the outdoors, hunting, fishing, and spending time with his family.

Survived by his wife Judy McMullan, daughters Mary Elizabeth Haskew and Cynthia Lynn (Dennis) Leak, grandchildren Ann Marie Haskew, Sandra Lynn Bergman, DeAnna Michele Leak, great-grandchildren Maggie Marie Bergman, Elizabeth Ellen Bergman, stepdaughter Judy Ann (Larry) Davis, step-grandson Brian (Stephanie) Driver, and step-granddaughter Hannah Driver, special friends Kenny Finch and Paul Gideon, as well as many nieces, nephews, and loving friends.
Funeral service will be on April 5, 2024 at Lathan Funeral Home in Jackson at 11:00 a.m. with Rev. Jim Dufriend and Dr. Rev. Ralph Wooten officiating. Visitation will be held one hour prior. Grave side services will be at 3:00 p.m. at Decatur City Cemetery in Decatur, Mississippi with grave side honors provided by the U.S. Fish and Wildlife Service.
Pallbearers will be Kenny Finch, Drew "Stick" Outlaw, Lt. Col. Derek Bergman, Bill Higginbothom, Wayne Fraulich, John I. Brown Honorary Pallbearers are Mike Whitehead, John Gaddis, Josh Bailey, his First Methodist Church Sunday School Class, his Belview Circle Family and the caring staff of Legacy Hospice.
