Charles Richmond Mulroy, age 77, passed peacefully on Monday, December 8, 2025, in his longtime residence in Hortonville Wisconsin. Charlie was born January 25, 1948 to Maurice and Marcella Mulroy. He is survived by his loving wife, Marlene, daughter Joelle Mulroy Cluff, son Brian (Kim)Mulroy, and his adoring grandchildren, London, Cecily and Grace Cluff, and Jevis and Kody Mulroy. He is further survived by his brothers Roger and Barry Mulroy, and sisters Marilyn Grossman and Laurie McGalliam, many wonderful nieces and nephews, and a large clan of decades-old friends.
Preceding Charlie in death were his daughter Pam, parents as mentioned above, his brother Randy Mulroy, sister-in-law, Judy Mulroy, his father/mother-in-law Hub and Dolores Berg, and brothers-in-law, Fred Schultz and Bryan Dunn.
Charlie led a very full and vibrant life with Marlene. After collaborating and building his modest home on Black Otter Lake in 1976, Charlie grew very deep roots. In addition to his dedicated work at Outagamie County Highway Department, his home time was filled with parenting, hunting, fishing, playing baseball, bowling, golfing, coaching baseball and softball, as well as basketball teams, OC£block partiesOCØ where tall tales were told over many a beer with his closest friends.
Charlie revered family time and made the most of it with adventurous trips, extravagant Christmases, and fun birthday bashes. As his family grew so did his home. He built a large family room overlooking the lake, added a deck and a pool, and a third stall to the garage to accommodate a fishing boat, supplies, bikes and toys of all sorts.
Charlie was happily and thankfully able to retire at 56 years old after 37 full years at the highway department. With a free and open daily schedule, he delighted in his grandsonOCss baseball games, traveled to visit his granddaughters regularly and taught them to ride their bikes, helped his son build a home, and helped move his daughter more times than he thought necessary. When Marlene (regularly) got an itch to move, Charlie would smile, gently shake his head and simply say OC£No.OCØ It wasnOCÖt negotiable. He was not going to leave the home he built and loved, and we all knew it deep in our hearts. As his health declined and required more and more help, the help came to him at his home. Ultimately, Charlie passed peacefully where he started his life with Marlene at their home, on his terms, and with all the dignity he deserved.

Now with Pam, Dad will continue to be, beyond his life on this earth, another brightly shining light in our familyOCss hearts.

A Funeral service for Charlie will be held at 12:30 pm on Thursday, December 18, 2025 at Valley Funeral Home, 2211N Richmond Street, Appleton. Visitation will take place at the funeral home on Thursday from 10:00 am until the time of service. Entombment will take place at Highland Memorial Park.
