Charlotte Nell Loper was born on June 4, 1953, in Temple, Texas and passed away on November 29, 2025, in West Monroe, La. with her family surrounded by her side.
Ms. Charlotte is preceded in death by her mother Velma Harrison, her father Bobby Smith, and siblings Barbara Arnold, Bobby Nicholson, Pam Lopez, Jackie Smith, Billie Smith, and Donald Harrison.
Ms. Charlotte is survived by her daughter Desiree Winfrey and fiancé Dakota Settoon. Sister Pat Billue, her 4 grandchildren Mackenzie Winfrey and boyfriend Judge Marsh, Hayden Winfrey, Remington Kemp, and Emma Settoon. Nieces Rhonda Martin and husband Jeff, Kim Robertson and husband Chris, Elizabeth Johnson and husband Jeremy, and nephews Brian Billue and wife Yesenia, and Josh Lopez. Special friends JeyLynn Perry, Clarrisa Brown, Janet Nelson, Terry Trambell, and Robin Sanders along with a host of many other friends.
Charlotte was born in Texas where she spent her childhood years at Sunny Glen Children's Home. She later became a Hairdresser and would light up the room when she walked in. She enjoyed spending time with her family and friends. She had a love for animals, shopping, talking to her clients, and true crime shows. Ms. Charlotte will be missed by all you knew and loved her.
