Debra Ann Cotter was born on March 4, 1955, in Worland, Wyoming to Jack and Faye Wagoner. As a young child she moved with her family to Mayoworth, Wyoming where she started school. Her father was killed in a small plane crash. Following her father's death, she moved with her family to Buffalo in 1963. She attended schools in Buffalo and graduated from Buffalo High School with the class of 1973 where she was active on the Rodeo Team. After high school she traveled for a time before settling in Buffalo where she raised her adopted daughter Melody Lopez.
She was married on April 26, 1987, in Casper to Mark Cotter and they made their home in Kaycee where they lived and worked on various ranches before moving to Buffalo in 1992. Debbie worked various jobs in Buffalo that allowed her to be home with her family. She and Mark continued living in Buffalo until her death.
For the last fifteen years of her life, she did what she loved most, which was being a grandma, working in her flower gardens, doing her crafts and taking care of her animals.
She is survived by her husband Mark Cotter of Buffalo; four daughters, Melody Lopez of Deadwood, South Dakota, Katie Ford of Briggsdale, Colorado, Callie Sherer and her husband Sandy of Douglas, Wyoming and Jackie Shepperson and her husband Karson of Casper, Wyoming; one sister Linda Bickham of Buffalo and four grandchildren. She was preceded in death by her parents.

Debbie was such a kind soul, so generous and thoughtful. When we worked at the bank together, we had some good laughs as well. Debbie will be missed by many. I pray her family will find peace in all their memories.
