Frances Ilene Carter Andrews, 94, went home to Jesus on Thursday, March 5, 2026 at Innisfree Nursing and Rehab in
Rogers, AR. She was born on May 19, 1931 in
Baltimore, Maryland, to Frank and Helen Carter (née Saterfield).
Frances married William L. Andrews on April 9, 1949 and, after being saved at a revival meeting in Baltimore, they dedicated their lives to pastoral ministries. After Bible college, Bill pastored and Frances served in churches in and around the Baltimore area during their marriage of 59 years. Frances was very active in the Woman's Missionary Union of Maryland/Delaware, serving as president from 1968-1973 and 1980-1982 and as interim Executive Director for a time. She contributed to the history of Maryland WMU and was instrumental in its 100th anniversary program honoring the life of Annie Armstrong. Frances also contributed to Southern Baptist missions literature through the Home Mission Board booklet Helpers with Hammers and articles in the WMU children's magazine Start. During this time Frances and her husband taught preschool every year during Church Training Week at Ridgecrest Baptist Conference Center in
Black Mountain, NC. In 1995 she authored A Tribute to Josephine Carroll Norwood, published by the WMU of Maryland/Delaware.
In her later years Frances worked as an Executive Assistant at Mercantile Trust (now PNC) and retired from there. She and Bill also taught Precept Upon Precept Bible Studies for many years. During her retirement Frances enjoyed quilting and machine embroidery and was an avid reader.
Frances has been a member of First Baptist Church, Rogers, since moving to Arkansas in 2018 with her daughter and son-in-law. Although she was unable to attend in person, she enjoyed watching services online and on TV.
Frances was preceded in death by her parents, her husband Bill, her sisters Helen Bryant and Adelaide Burkhardt, and her brother Rev. Ronald Carter. She is survived by her brother Richard Norman Carter, and her children, James P. Andrews (Carolyn); Dr. Stephen J. Andrews (Tammie); Donna L. Marshall (Bill); and Jonathan P. Andrews (Karen). She is also survived by her grandchildren, Amanda Marshall (Darren Campbell); Rachel Doss (Evan); Andrew Marshall (Bethany); Hannah Wright (Rev. Jacob Wright); Dr. Justin Andrews (Allie); Rev. Joshua Andrews (Elizabeth); David Andrews (Ivy); Captain Daniel Andrews (Hannah); and Jordan Cook (Andy), along with 17 great-grandchildren and two more on the way.
The family would like to thank the staff of Innisfree Nursing and Rehab for the quality care given to Frances. A celebration of life will be held at a later date.
