Frances B. Liggon, 96, of Westminster, MD, passed away on Saturday, August 9, 2025. Frances was affectionately known to many as "Franne" and to her beloved granddaughters as "Mimi".

Franne was born on December 2, 1928, to Wilbur F. Brown and Mary Ruth (Marker) Brown. She was the middle of three children, and grew up in Waynesboro, PA. Her mother introduced Franne to the classics of Pennsylvania Dutch cooking, which left a lasting impression. She would spend her life cooking for family and friends.

In 1948, Franne married her late husband of 61 years, Herbert H. "Jack" Liggon, Jr. They raised two children, and cherished four granddaughters and countless pets. They hosted elegant parties, played bridge, traveled the world, and spent many summers in Ocean City.

Franne was one of few female account executives at Bell Atlantic; a position she would hold for more than 20 years. Franne devoted her free time to numerous causes - running the "Country Store" at Mistletoe Mart, acting as president of the Westminster Kiwanis Club, serving as a board member of the Westminster Church Homes Foundation, and participating in Carroll County Woman's Club and the Garden Club.

Surviving Franne are her children Merri L. and son-in-law Stanley D. Hollinger of Westminster and Daniel F. Liggon of Westminster; brother Wilbur F. Brown, Jr. (Pat), of Maui, HI; grandchildren Jaclyn F. Hollinger, Noelle L. DeBarr (Eddie), Merrisa H. Tang (Kim), and Leanne A. Hollinger; great-grandchildren Owen, Braylen and Payten DeBarr and Sebastian Tang; and extended family members and friends.

In addition to her husband and parents, she was preceded in death by sons Herbert H. Liggon III and William F. Liggon, and sister Ruth M. Michael.

At the request of the family, a memorial service will be private.
