Francisco L. Castro, age 81, entered his eternal rest on December 18, 2025, in Phoenix, Arizona. Born in Empalme, Sonora, Mexico, on July 26, 1944, he spent his early years in the small border town of Nogales, Arizona and later made his home in Tucson, Arizona.
A man of devout faith, Francisco graduated from Regina Cleri Seminary in Tucson in 1963 and went on to earn a Bachelor's Degree in Liberal Arts from the University of Arizona in 1970. It was during his time at the U of A that he met the love of his life, Alma A. Cota. His kindness, respect for others, humble nature, determination and impressive guitar and singing skills won Alma's heart and they married in 1967, sharing 58 years of unwavering partnership, adventure, and devotion.
Following his graduation, Francisco began his career as a Juvenile Probation Officer with the Pima County Juvenile Court Center with the notion that he could truly make a difference in these children's lives. As a proud patriot who wholeheartedly believed in the ideals of his country, he served as a Second Lieutenant in the Arizona Army National Guard. This intense dedication resulted in a distinguished 26 year career as a Special Agent with the Federal Bureau of Investigation, a calling that took him and his family to
San Diego, CA; El Paso, TX; San Juan, PR; and ultimately
Phoenix, AZ, where he retired in 1997.
Francisco being the charming, energetic, go-getter, he did not allow retirement to put a stop to his life of service. He continued his work as a Police Training Consultant and Advisor for the U.S. Department of State and the U.S. Department of Justice helping to protect – albeit indirectly – the family he had raised and the country he had given his unwavering loyalty. Accompanied by Alma, he dedicated a decade to training police forces across El Salvador, Guatemala, Honduras, Nicaragua, Bolivia, Panama, Colombia, Mexico, and Albania. Together, they embraced the challenges and rewards of international service with courage, curiosity, and deep commitment.
Francisco was famously known for his love of chicken wings, cold beer, silly costumes, "whackymole" and, of course, his famous secret salsa that everyone loved. Whether you knew him for one day or 81 years, you were welcomed lovingly into his life with open arms and a ready friendship. He had a gift for handing out the most memorable nicknames and coining special phrases that everyone in his circle would never forget.
He was known by many names – El Magnifico, The Vice Mayor of Four Peaks, Ambassador of Greasewood Flats, The Whiskey Row Tea Party Guy and Mr. Remarkable – each one a reflection of the extraordinary life he lived and the joy he brought to others. A man who loved God with quiet conviction, cherished his family with unwavering devotion, and honored his country with pride; he embodied the spirit of the American Dream in everything he did. His titles were playful, earned and lovingly bestowed, but together they paint the portrait of a man whose presence elevated every room, every friendship and every moment he touched. As Frank would say, "my wife and I are not fortunate, we're not lucky, we are BLESSED."
Above all his accomplishments, Francisco was a devoted husband, father, and grandfather. He is survived by his beloved wife Alma; his children Cecilia (Michael Coble), Frank (Caroline Dente), and Sylvia (Jason Angle); and his eight cherished grandchildren: Alexa Capri and Crysta Coble; Bailey, Téa, and Frank Castro; and Ryland, Auiler, and Gabriella Angle. He is also survived by his brothers Mario (Yolanda Romero), Philip (Irene Mesa), Marcos (Maria Elena Gonzales), and Ruben; his sisters Rosa (Alex Fabris), Mary Castro, Aurelia Castro, and Angie (Alfred Felix); along with a large and loving family of nieces and nephews. He is preceded in death by his parents Eduardo and Socorro Castro and his sister Dolores Castro. Francisco will remain forever in the hearts of all who loved him.
A visitation will be held on December 29 from 5:00–8:00 p.m. at Messinger Pinnacle Peak Mortuary, 9555 E. Pinnacle Peak Rd.,
Scottsdale, AZ, with a Scripture Service from 5:00–6:00 p.m. A Funeral Mass will follow on December 30 at 10:00 a.m. at St. Patrick Catholic Community, 10815 N. 84th St.,
Scottsdale, AZ. Immediately following, entombment will take place at Paradise Memorial Gardens, 9300 E. Shea Blvd.,
Scottsdale, AZ. Afterwards, family and friends are invited to a Celebration of Life Happy Hour at 92nd Street Café and Bar, 9160 E. Shea Blvd.,
Scottsdale, AZ until 3 p.m.
