Harold "Jeff" Phillips, 66, of Dubuque, passed away February 19, 2026.

In keeping with his wishes, private family services will be held.

Jeff was born on March 10, 1959 to Dale and Evelyn (Kipp) Phillips in Dubuque, IA.

He attended Hempstead High School and graduated in 1977. "Egghead" lettered in football and always kept up to date on his alma mater's record.

Jeff was united in marriage to Donna (Kutsch) Phillips on July 11, 1987. They had two daughters who Jeff thoroughly loved and cherished.

He was an electrician with Paulsen Electric until retirement in 2025.

Jeff enjoyed his annual family fishing trips to Hackensack, MN. To make sure everyone was properly taken care of on these trips, he would plan meals for twice the number of people attending. He loved remembering Hackensack throughout the year by hosting fish fries, which included many fried appetizers.

Jeff was a family man and especially cherished his grandson, Oliver. He always had popsicles available when Oliver got "too hot," even in the middle of winter, and often one popsicle for each hand. He always looked forward to family Thanksgiving and was sure to never be late. He also

enjoyed the annual Christmas Eve tradition of House of China.

He was always ready to help his daughters and in-laws with various home projects. He would come supplied with all the tools needed and a week's worth of groceries for his daughters. When not helping others, he enjoyed being on the golf course with friends, especially when there were refreshments after.

He is survived by his wife, Donna; children, Ellen (Trever) Braet, and Anne (Zach) Beyerink; grandson, Oliver Braet; sister, Marsha (Bob) White. Jeff is also survived by many in-laws, nieces, nephews, and many friends and family who will miss him dearly.

He was preceded in death by his parents.

In lieu of flowers, a Harold J. Phillips memorial fund has been established.

The Egelhof, Siegert and Casper Funeral Home and Crematory is entrusted with arrangements.
