James Winslow Bourne (Jamie) age 65 of Littleton, MA passed away peacefully at home surrounded by his loving family on May 6, 2024.
Jamie was born in Washington DC to parents Barbara Kiernan Bourne and Robert Dulles Bourne Sr. He grew up in Potomac, MD and attended Thomas Wooten High School in Rockville, MD. After high school, Jamie attended Colby College where he received a Bachelor of Arts, double major in Environmental Science and Government and then a Master's in Environmental Management from Duke University School of the Environment.
Jamie dedicated his professional career to a life of public service and was a national leader in water policy. A valued, colleague and mentor, he worked for the U.S. Environmental Protection Agency for more than 36 years. He worked at EPA Headquarters in Washington, DC for the first 20 years of his career. During that time, he helped develop and implement the new Clean Water State Revolving Fund (CWSRF) program. He also supported states' efforts to increase state drinking water program funding. Jamie had an extremely instrumental role in developing the Drinking Water State Revolving Fund (DWSRF). He set up and managed the national Drinking Water Academy training program and he was very proud to have been the (self-appointed!) "Chancellor of the Drinking Water Academy." For the second half of his career, he worked in EPA Region 1 (Boston, MA) as the Regional CWSRF Coordinator. Jamie's leadership and passion for the work of protecting clean water made a difference across the country and his lasting contributions are essential today in protecting drinking water.
Outside of work, Jamie spent his time with friends and family. He enjoyed fly fishing, hiking, skiing, and camping. He also loved to travel, explore new places and immerse himself in new cultures. He had a vast knowledge of history, forestry, architecture and had a knack for being the best tour guide for friends and family. He believed in being a lifelong learner and to always ask for what you want because the worst thing someone will say is no. Jamie will always be remembered for his infectious loud laugh, positive outlook on life and his ability to bring people together.
Jamie is survived by his loving wife Elizabeth; his children, daughter Kelsey Bourne, son Jonathan Bourne; his step-children Emma Lamoreaux and Andrew Lamoreaux; his brother, Robert Bourne Jr (Robin), sister-in-Law Melissa Bourne, nephew Matthew Bourne, niece Emily Bourne McLaughlin and former wife, Laura Bourne.

A celebration of life will be planned at a later date.

I met Jamie over 50 years ago; he was the first friend I met when my family moved to Potomac, MD, in 1972. We shared many adventures during our high school years but the most memorable was undoubtedly the glorious road trip we took to the Grand Tetons in the summer after graduation, along with classmate Peter Gordon. Jamie's parents let us borrow their car, we camped most nights, and had no firm plans except getting to the Tetons and being back in time for college. It was our 'excellent adventure' before life got busy. After college we wound up living on opposite coasts, which made it hard to get together but we always made it a point to call on each other's birthdays, a tradition that continued even as we both hit 65 this year. Jamie was a good friend and an all-around good person; I will miss him.

Jamie was a friend growing up in Potomac. Although we saw each other only infrequently after I moved to Europe and later he moved to Massachusetts, we stayed in touch over the years. I will always remember Jamie as an all around good guy who was a lot of fun to be with. My condolences to his family.

Jamie and I began our long EPA careers together in 1986. We would become friends and colleagues who shared the challenges of implementing the Safe Drinking Water Act. Jamie's infectious laughter and sense of humor made our work a pleasure. "Almighty God, our Father in heaven, before whom live all who die in the lord: Receive our brother James into the courts of your heavenly dwelling place. Let his heart and soul now ring out to you, O Lord, the living God, and the God of those who live. This we ask through Christ out Lord. Amen"
