James Richard “Rick” Scroggins, age 73, passed away unexpectantly in his home on November 7, 2025. Rick was born on January 22, 1952 in Houston, Texas to Jim Allen Scroggins and Rosa Lee Scroggins. He attended Kingswood School in Bean Station, TN where he graduated as the valedictorian. Following Kingswood, Rick attended Berea College where he held a membership in the National Social Science Honor Society before later attending Antioch School of Law, Washington D.C., where he received a Doctor of Jurisprudence (JD). Rick had an extensive and successful law career that spanned 45 years. He was a prosecutor with the District Attorney’s Office followed by having his own private practice along with various other service and leadership roles. Rick loved debating any and all subjects, or parties, and participating in Jeopardy competitions. His family and friends could find him in his free time researching Texas history, genealogy, Tate Springs, rooting for The University of Texas athletic programs, and traveling, which he had a fondness for Bermuda, New Orleans, and of course, Texas.                                                    Rick is preceded in death by his mother, Rosa Lee Steele. He is survived by his son, Gavin Douglas Scroggins; Connie Lynn Skeen, wife of 27 years, along with many dear friends; and every time someone proclaims, “Hook ‘em”! Memorials may be made to Rutledge Baptist Church or any organization of your choice in his honor. A receiving of friends will be held Tuesday, November 18, 2025 from 4:00 p.m. until 6:00 p.m. at Farrar Funeral Home, Jefferson City with a funeral service to follow with Dr. Gene Wilder officiating. A graveside service will be held at 11:00 a.m. on Wednesday, November 19, 2025 at Westview Cemetery.
