Jeffrey was born on September 15, 1955, to Alfred Reese Grubb and Helen Joan (Hunter) Grubb. He was raised in Blackfork, Ohio, at the junction of Lawrence and Jackson counties. The family moved to Ironton, Ohio, in 1968, where he graduated from Ironton High in 1973. He attended Morehead State University and obtained degrees in Psychology and Sociology, followed by a Master's Degree in Experimental Psychology from Indiana University. He returned to Morehead, where he remained, working for the Board of Education until his retirement in June 2009.
He was preceded in death by his parents, and by his brother Ricky Lee and sister Candace Ann. He is survived by his loving wife Janet (Bellamy); his sons, Jon (Amanda), Joseph, and Alan (Caroline); his bonus daughter Taylor and bonus son Kip (Sara); his beloved grandsons, Hiram, Emil, Dotson, and Collin and his granddaughters, Kylie, Piper, Katelyn, and Gabrielle.
