Passed away on Tuesday, March 24, 2026 at the age of 73. She was born in Wellsboro, Pennsylvania on November 6, 1952 to the late Harold J. Rumsey and Edith L King Rumsey. She is also predeceased by her former husband, Carlton "Spunky" Carpenter, brother, J.D Rumsey and niece Heidi Drake.

She is survived by her two children Chad Carpenter (Lisa Farr) of Elmira Heights, NY and Nicole Marie Carpenter of Connecticut; grandchildren Jacob Carpenter and Dylan (Gabbii) Carpenter; great-grandchildren Johnathan, Jada-Lynn, Carson and Paisley; sisters Debbie Drake and her son Jason Drake of Fort Worth, Texas, and Susan Smetanka of Big Flats, New York and her children Kristen Hilker and Stacey McIntosh, as well as many nieces, nephews, extended family members and friends.

Jo spent most of her life in the Elmira area and worked at Spectrum as a dispatcher for many years. She loved the outdoors, football (Go Bills!) and reading in her spare time. She was also known to go hunting occasionally. She will be remembered most of all for being a loving and caring mother, grandmother and great-grandmother.
