Joan was born in Elmira, NY. She was a loving mother, grandmother and a great friend to many. She passed away with family and friends by her side. She is survived by her children and grandchildren Rafeek Brown, Monique Brown (Naheem, Lewis, Starr, Ettore and Jordan), Jesse Brown (Nadia, Zaharah, Rafeek and Khadijah); brother Maurice Starr; sisters Nora Starr, Patricia (Joe) Stanton and Heather Dominquez (Brandon, Britney and Rylee); special son Edward Baugh as well as many cousins, nieces and nephews. Family and friends are invited to her Celebration of Life on Friday, May 24th at 11 am in Monumental Baptist Church, 1009 Maple Ave., Elmira

Joan was a very special friend to me. Joan and I discussed all our problems with each other and came to conclusions together . First time I met Joan there was a instant friendship. We had so many good times together hanging out. Joan you will forever be in my heart . And will miss you dearly. You have overcome so much in your life. But now you can be at ease and be peaceful . Love you always
