Joseph M. Phillips Jr., a loving father, lifelong Hampton resident, and fiercely independent man with a playful sense of humor, passed away on January 4, 2026. He was born on October 5, 1922, to Joseph Manly Phillips Sr and Harriet Washington Mosely Phillips at Dixie Hospital on the campus of Hampton Institute in Hampton, Virginia, a place that fittingly marked both the beginning and the influence of his long, full life.

Joe lived most of his life in Hampton, a community he knew well and proudly called home. He graduated from R.T. Coles Vocational High School in Kansas City, Kansas, and later attended Hampton Institute (now Hampton University). His strong work ethic and technical skill led him to a career at Newport News Shipbuilding, where he worked for more than 30 years before retiring in 1987 as a First-Class Specialist Electrician. He took great pride in his work, and it showed in everything he did.

Outside of work, Joe was best known for his love of lawnmower/small engine repair. What began as a hobby became something of a personal mission, no broken mower was safe once it entered his yard. After restoring yet another "hopeless case" back to life, he'd declare with satisfaction, "Get that junk out of my yard." It was classic Joe: Job done, no fuss, on to the next thing.

Joe Phillips was famously stubborn about his independence and believed deeply in personal responsibility. When it came to money and life in general, he lived by his favorite advice: "Spend some, save some, and you will always have some" . It was more than a saying; it was how he lived, planned and provided for his family. He believed in doing things himself, figuring it out as he went, and not slowing down just because someone thought he should. That determination was matched by a playful, teasing humor that kept those around him laughing. His jokes, expressions, and well-timed comments will be remembered and repeated often.

Joe was a devoted father to his daughters Ruth Ann Hall, Joan Brown, Jo Michelle Swan, Joan Phillips, and Carolyn Phillips, and a proud bonus father to David Wilson. He is also survived by his grandchildren Kelly Ann Williams, Kimberley Hall, Kiera Knotts, Edward John Gosha Jr, Tracey Gosha-Whalen, Krystal Brown-Carmichael, Michael Bacon II, Pharoah Bacon and Carolyn Munguia; his nephew John M. Phillips Jr.; and many other relatives who loved him deeply.

Though he may no longer be repairing lawnmowers, Joe's legacy lives onto the strength of his family, the stories they'll continue to tell, and the laughter that will always follow his memory.

He would probably say, "Don't make a big deal out of it," but those who knew him know better. A life this full, this hardworking, and this well-lived deserves to be remembered.
