Joe was born on March 24, 1945 to Emily A. Rucker and Thomas J. Rucker in Washington, DC.
Joe spent most of his childhood in Washington, DC and later moved to Maryland.
In September of 1967 Joe married Linda Vanderhoof Rucker, his wife of 56 years.
Joe and Linda had 2 children, Joseph Rucker Jr. and Andrea L. Barlow.
Joe enjoyed traveling, playing pool, and classic cars, which he had quite a few over the years.
Joe was predeceased by his brothers, Charles Rucker, Patrick Rucker, and John Rucker, and sisters Marie Fisher and Rosemary Edwards.
Joe is survived by brother Thomas Rucker and sister June Trawick.
