Josephine was born on March 3, 1939, in Darlington, WI, the daughter of Edward C. and Elsie (Armstrong) Judkins. On November 25, 1961, she married James "Gary" Foley in Darlington, WI. He preceded her in death on April 23, 2000.

Josephine worked as an X-Ray Technician at Mercy Hospital, Dr. Chi's office, Doctors Lockhart & Noonan Chiropractic, and Galena Strauss Hospital.
Josephine was a proud and devoted member of the Red Hat Ladies, Catholic Daughters of the Americas, Sweet Adeline's, and participated with Knights of Columbus activities. She had a deep appreciation for the arts, often attending musicals and plays at the Bell Tower Theater. Josephine cherished time spent on the river with her family and took great joy in cheering on her grandchildren at their sporting events. A passionate sports fan, she faithfully followed the Green Bay Packers, Chicago Cubs, Indiana Fever, and Iowa Hawkeye football team.
Survivors include her three children, Gregory Foley, Lisa Thormann, and Amy Foley all of Dubuque; five grandchildren, Jack (Jasper) Foley, Seamus (Addie Thrower) Foley, Molly (El Taverna) Foley, Nate (Ava) Thormann, and Luke (Jenna Gross) Thormann; one great-grandson, Jonah Thormann; siblings-in-law, Barb Foley, Kathy (Dan) Kilpatrick, Dan (Linda) Foley, Mary Foley, and Pam (Dan) Cruse; a very close friend, Sharon Donohoo; former daughter-in-law, Lorie Foley; and former son-in-law, Richard Thormann.
Besides her parents and husband, she was preceded in death by four brothers, Rob, Glen, Phil, and Frank Judkins; one sister, Helen Bradley; in-laws, Jim & Anita Foley; and brother-in-law, Ron Foley.
In lieu of flowers, a memorial has been established.
The family would like to extend a heartfelt Thank You to Hospice of Dubuque, especially Becky and Morgan, for their care and support.
