Born in Miamisburg, Ohio, she was the widow of Robert Allen Offill II and the daughter of the late Oliver Andrew Mortez and Helen Louise Tucker Tabor.
Judy is survived by her daughter, Michelle Combs (Robert) and her son, Doc Miller.
No services are planned at the present time.
