Burrillville-Louise L. (Ludovici) Phelan, 93, passed away July 29, 2025 in Thompson, CT. Born at home in North Providence, she was the daughter of the late Sabatino & Louise (Taylor) Ludovici. Louise was the wife of the late Richard A. Phelan.

Louise was a 1949 graduate of Woonsocket High School and a 1953 graduate of URI with a BA in Human Services. Louise started her 36 year career in 1953, as a social worker for the city of Woonsocket, then transferring to DCYF in the late 1960's, becoming a supervisor. She retired in 1989.

Louise is survived by a son; Richard A. Phelan Jr. of Thompson, CT a daughter; Bette Lee Gibbons of Watertown, CT, a brother; Ronnie Dumount of Woonsocket and eleven grandchildren and 16 great grandchildren. She was predeceased by her brother; Joseph Ludovici.

Louise was Cub Scout leader for 12 years and a Burrillville Band Booster for 6 years. She belonged to the RI Business and Professional Women organization for years.

She was a Director at Community Care Alliance and at their 2016 annual meeting, she received the highest commendation, the Paul H. Dempster Award, for her 50 years of dedication to both former legacy organizations, first in 1966 as Executive Director for Woonsocket Child and Family Services and throughout on the Board of Directors and committees for NRI Community Services. She also received a Congressional Citation from Rep. David Cicilline.

Louise loved to sing, singing in numerous choirs from age 15, and becoming a singing waitress on Block Island where she met her future husband, who was bartending on the Island. She loved dancing, the ocean and her family, doing much babysitting in her retirement years. Louise had a big heart.

Her funeral will be held Saturday, August 16, 2025 at 9AM from the Boucher Funeral Home, 272 Sayles Ave. Pascoag, with a Mass of Christian burial at 10AM in St. Joseph's Church, 183 Sayles Ave. Pascoag. Burial will follow in Union Cemetery, Great Rd. North Smithfield. Calling hours will be Friday August 15, 2025 from 4-7PM. In lieu of flowers donations in her name my be made to: communitycareri.charityproud.org
