Lowell Richard Kelsey, age 83, passed away peacefully at his home in Topeka, Kansas, on November 6, 2025, surrounded by his immediate family. He was born on June 26, 1942, in Greeley, Kansas, and lived a life marked by quiet strength, unwavering integrity, and deep devotion to his family, community, and his Lord Jesus Christ.
Lowell grew up in rural Anderson County, Kansas, attending a one-room schoolhouse and graduating from Garnett High School in 1960. On September 24, 1961, he married the love of his life, Sandra, in Bush City, Kansas. Together they settled in Topeka, where Lowell began his career as an auto mechanic. In 1963, he joined the Topeka Police Department, rising through the ranks over the next three decades until his retirement in 1993.
After retiring from the force, Lowell returned to his lifelong love of working with his hands—repairing small engines and tending to the land at the home he and Sandra built in North Topeka. His craftsmanship, work ethic, and quiet dedication were evident in everything he touched.
For much of their time in Topeka, Lowell and Sandra were members of Bethel Baptist Church, later attending Topeka Bible Church, where Lowell’s faith continued to grow and guide his life.
He is survived by his beloved wife, Sandra Kelsey of the home; son, Shawn Kelsey of Fort Lauderdale, Florida; daughter, Paula Will and her husband Doug Will of Topeka; and four cherished grandsons—Drew (Anna), Matthew, Levi, and Evan Will. Lowell is also survived by his sister, Emelyn Rice, his brother, Karl Kelsey (Judy), and many nieces and nephews.
He was preceded in death by his parents, Bryan and Vona Kelsey, and brothers Tom Kelsey (Delaine), Ralph Kelsey (Hermena), Ned Kelsey (Theresa) and Glenn Kelsey.
Lowell will be remembered for his gentle wisdom, steady presence, and the kindness he extended to all who knew him. Whether offering a helping hand or sharing a thoughtful word, he had a way of making others feel seen and supported. His legacy lives on in the values he instilled, the love he gave so freely, and the faith that guided his life.
At Lowell’s request, no memorial service will be held.
