Mandy was born December 17, 1974 in Goldsboro, NC to Mr. James Paul and Mrs. Louise Blow of Fremont, NC. Mandy attended Charles B. Aycock High School in Pikeville, NC and Wayne Community College in Goldsboro, NC. Mandy was preceded in death by her father Mr. James Paul Blow and her brother Mr. James Mark Blow. She leaves to cherish her memory, her mother, Mrs. Louise Blow, her husband, Mr. James Allen Hales, two daughters; Ms. Eleena Kiera Harvey and Ms. Alexis Nechelle Harvey and their father, Mr. Calvin Harvey, a stepson, Mr. Sonny Bennett, and numerous family members and friends.
She was born on December 17, 1974 in Wayne County, NC to James Paul Blow and Portia Louise Bass Blow.
