Nancy Kay Allen was born on February 14, 1948, in Lebanon, Oregon to Elmer Oscar and Marion Dolores (Zilenski) Hill. She grew up in Lebanon and would go on to graduate from Lebanon Union High School. She would then attend Linn-Benton Community College in the field of clerical work and business.
