Funeral Service for Norma F, "Sweet" DeCoteau, Tawipan-edanye "First Woman" 71, of Sisseton, SD will be held on Thursday, December 18, 2025 at Sisseton Wahpeton Tribal Community Center, Agency Village, SD at 11:00 A.M. with CRE Gerald Heminger Jr., Chaske Cloud, and Louie Johnson officiating. Drum Group will be Londell Seaboy and the Red Iron Lake Singers and Pianist Billy Kohl. Pall Bearers will be Johnny Doob Heminger, Dusty Lafromboise, Taylor Johnson, Jessie DeCoteau, Herm Lincoln, and Billy Canku. Honorary Pall Bearers will be Tato Heminger, Jr. Greeley, Mike Greeley, Getters Hisholyhorse, Leah "Beezer" Kampeska, Dianne Desrosiers, Ella Mae Greybuffalo, Meisha Keeble, Tia Coleman, Sherilyn Marks, Shannon LaBatte, Deidre Keeble, Shobe Renville, Gina Robertson, All of Norma's Former Co-workers, Friends, and Family. All-Night-Wake Services will be held on Tuesday, December 16, 2025 and Wednesday, December 17, 2025 starting at 7:00 P.M. at the Sisseton Wahpeton Tribal Community Center. Interment will be in the Goodwill Presbyterian Cemetery, Agency Village, SD . The Cahill Funeral Chapel is in charge of funeral arrangements.

Norma F. DeCoteau was born on June 21, 1954 at the IHS Hospital in Sisseton, SD to Norman H. DeCoteau and Rena F. (Heminger) DeCoteau. She attended school at the Old Agency Day School and then Sisseton High School graduating Class of 1973. Norma was the 1972 Sisseton Wahpeton Sioux Tribe 4th of July princess. Later on she attended Sisseton Wahpeton Community College. She was a lifelong resident of Sisseton, SD. She was a member of the Ascension Presbyterian Church. She worked as a dispatcher for the SWO Law Enforcement and was at IHS in medical records as a Coder for 33 years. Norma passed away on December 14, 2025 at home with her loved ones. Norma liked to do sewing, coloring, and rummaging. She enjoyed spending time with her family – especially all her takoja's. She loved watching sports and the Minnesota Vikings were her favorite team.

Norma is survived by her children Joseph D. "KK" DeCoteau and Aycia Sweety girl Kirk; granddaughter Cadence Rena DeCoteau; god daughters Rena DeNoyer and Tyleeya Bobtail Bear; and all her Takojapi; brother Albert W. DeCoteau; all of her siblings children and grandchildren; and sister-in-law Sara DeCoteau.

Norma is preceded in death by her parents Norman H and Rena F. DeCoteau; paternal grandparents Joseph A. DeCoteau and Helen Duggan; maternal grandparents Rev. Albert Heminger and Ruth Abigail Wakeman; brothers Christopher R. Johnson Jr., Clyde T. Johnson, Dennis D. DeCoteau, Norman J. DeCoteau, and Floyd H. DeCoteau; sister Alberta L. Crawford; grandchildren Morley Kirk, Autumn Johnson, Lil Man Chris Johnson and Christine Bobtail Bear; great grandchild Scottlyn Canku and other family members.
