Services: Private family services will be held at Blue Bonnett Hills Memorial Park in Colleyville, Texas at the gravesite of his wife, Jeannie.
Memorials: The family requests that memorials be made to Sunshine Haven Inc. Olmito, Texas or the charity of your choice.
History: Norris was born on April 24, 1938, in Council Bluffs, Iowa, to E. Cline and Naomi J. Fletcher. Soon after Norris was born, his father joined the Army and Norris was a "military brat" until his father's death in 1969. His mother's death followed in 1991.
As a result of his father's military service, Norris grew up in many venues of the United States, including California, Georgia, Virginia, Washington, and Kansas. After attending 13 different elementary schools, Norris attended Frankfurt American High School (GO EAGLES!) in Frankfurt. Germany, graduating in 1956. His architectural studies followed at Kansas State University, Manhattan, Kansas.
After a short tour of active duty with the Army, at Fort Leonard Wood, Missouri, followed by 6 years in the active reserves. Norris took up residence in Harlingen Texas, and went to work as a draftsman for the architectural firm of Bowman, Swanson, Hiester. Through subsequent firm name changes, Norris stayed with the firm for 28 years and worked his way up to the position of Senior Vice President. After a long tenure of managing the firm's Harlingen office, he moved to Dallas in June of 1984, subsequently leaving SHWC in February of 1988.
After serving in management roles with 3 other firms in Austin and Dallas, Norris moved to Fort Worth, Texas in March of 1995 and joined with 2 other architects to form the firm that became known as Burns Fletcher Gill Architects. He retired as President of that firm on December 13, 2005, and became a part-time consultant to GSBS Architects in Forth Worth.
During his years as a practicing architect, leaving behind a legacy of projects virtually all over the state of Texas, as well as Kansas, New Mexico, and Idaho. Norris was an active member of the Texas Society of Architects and the American Institute of Architects. He served in every office of the Lower Rio Grande Valley Chapter of the AIA, and was President for 2 terms. He was also elected to 2 terms as Secretary of TSA. On a social level, he was active in Jaycees, Rotary, the Confederate Air Force, and March-of-Dimes.
While in Fort Worth, Norris served the City on the Urban Design Commission and the Board of Adjustments, along with several other Committee assignments.
After deciding on full retirement, Norris relocated to Laguna Vista, in the Rio Grande Valley (home) in May of 2013. There, he served on the Board of Adjustments, the Planning and Zoning Commission, as well as being a Trustee on the South Padre Island Golf Community Home Owner's Association Board.
On December 15, 1962, Norris married Jeannie Christiansen, the former Prom Sweetheart of San Benito High School. They have 3 children: Gary Keith, Wendi Lou, and Phillip Craig. And 2 grandchildren, Wendi's boys; Matthew Todd Swope and Benjamin Case Bailey.
Norris was preceded on this long trip by his wife Jeannie, his mother, father, sister Candy, and brother Randy.
Survivors: The loved ones left behind are: sons, Gary and Craig: daughter, Wendi: grandsons, Matthew and Case; Craig's wife Beth; nephew, Kirby, and his significant other Linda Moon. Funeral are all under the direction and care of Rudy Garza Funeral Home of Harlingen Texas.

My sincerest condolences to the family. Whitey was a very active member of the Harlingen Jaycees in our glory days of the 60's-70's. Whitey was well liked and respected by all who knew him. May he and his wonderful wife rest in peace.
