Penny Ann Rhea

Penny Ann Rhea, 62, of Winchester, Kentucky passed peacefully on Thursday, May 23, 2024 surrounded by her loved ones.
Born June 15, 1961 in Charles Town, West Virginia, Penny was the daughter of the late Cecil Clipp Jr. and Audrey Mae Clipp.
Penny is survived by her life partner Frank Fiederer; 4 children: Dylan Clipp (Erin Clipp) of Culpeper, Virginia; Kalley Bormann (Jayson Bormann) of Middletown, Virginia; Palmer Rhea III of Haymarket, Virginia and Lillianne Rhea (Shane Smith) of Linden, Virginia; 5 Grandchildren: Elena, Palmer IV, Emmalynn, Hadley and Sage; 3 sisters Kathy Conner, Dawn Ruppert, and Pam Barnhouse; and her dog Lettie.
Penny worked in hospitality for many years which went well with her personable and kind-hearted nature. Penny could be found making friends in just about any setting. She touched the hearts of many she met and had a big, infectious smile. She loved working with her hands, including tending to her garden and plants as well volunteering at her children's schools and events during their school-aged years. She instilled a great work ethic in her children and was proud of them. Penny held many titles during her life, but being a mother and grandmother was by far her favorites. She was an excellent cook and loved the beach and reading books.
Penny was proceeded in death by her parents Audrey and Cecil Clipp Jr, nephew William (Wil) Rhinaman and two sisters Dianne Rhinaman and Vicki Dinges.
Our heartfelt thanks go out to the staff at Bluegrass Care Navigators of Lexington, Kentucky for taking such great care of Penny during her last days.
A service for family and friends will be held on Thursday, June 13th 2024 at noon at Brownsville Church of the Brethren, 1911 Rohrersville Road Knoxville, Maryland 21758.
