Phillip, known affectionately as Bo, was born to Sandra Branch and Phillip Arrington, Sr. on February 27, 1971. He was their second child. During his early years, Phillip played many sports, including baseball for Charles Pete Little League with Team Rodgers, where he became known for stealing bases. Bo was educated in Portsmouth Public Schools (Douglas Park Elementary, Hodges Manor Elementary, Waters Middle, and Manor High School). While in high school, he played football.
Overall, Bo distinguished himself as a jack of all trades who gave 100% effort to any activity that he pursued. When not at work, he enjoyed spending time with his family, taking selfies, attending tailgate parties, and attending athletic events at Norfolk State were among his favorite pastimes.
Family relationships were very important to him. Bo was a mama's boy who enjoyed a special relationship with his mother and considered his father to be his best friend.
He is survived by his parents, Sandra Tynes (Barry) of Chesapeake, VA, and his father, Phillip Arrington, Sr. (Elton) of Suffolk, VA. Other relatives who will continue to cherish memories of him are his sisters, Pamela Rountree (Julius), Shanita Tynes, and Kimberly Tynes; nieces, (Kristen Person (Rodney, Jr.) and CasSandra Tynes; nephews Julius Rountree, Jr., Darrell Andrews, Johnathan Tynes, and Justin Tynes; great niece, Ryleigh Person; great nephew, Rodney Person, III; aunt, Madeline Dawson; uncle, Dr. Curtis Branch; and a plethora of cousins. He will truly be missed!
