Randall Glenn Riggs was born January 19, 1962 to Gale Riggs and Anna Morris Riggs in Ringwood, Oklahoma. He attended Ames and Ringwood Publc Schools, graduating from Ringwood High School in 1980 and then attended Southwestern Oklahoma State University in Weatherford, Oklahoma. Randall participated in basketball, baseball, and track in high school. He enjoyed shooting pool and, according to him, often subsidized his income by being the best in the room.
