Randy Lee Phelps, a dedicated astronomer and esteemed Major Research Instrumentation Program Officer for the National Science Foundation (NSF), passed away unexpectedly on January 19, 2026, in Washington, DC, at the age of 61. Born on April 22, 1964, in Painesville, Ohio, Randy's intellectual curiosity about the universe began at an early age and led him to a lifelong commitment to the field of astronomy.

Randy pursued his passion for science with remarkable dedication, earning a Bachelor of Science degree in Astronomy from Case Western Reserve University in 1986. He continued his educational journey at Boston University, where he obtained his Doctor of Philosophy (Ph.D.) in Astronomy and Physics between 1986 and 1993. His academic achievements were a testament to his intelligence, perseverance, and love for the cosmos.

During his career at the National Science Foundation, Randy made significant contributions to the advancement of astronomical research. As a Major Research Instrumentation Program Officer, he played a crucial role in supporting innovations and facilitating access to cutting-edge instruments for researchers across the nation. His work not only propelled scientific discovery but also inspired countless students and colleagues to explore the wonders of the universe.

Randy is remembered not only for his professional accomplishments but also for the warmth and kindness he extended to others. He is survived by his devoted aunt, Jeannine Barstow; cousins Bonnie (Joe) Crim and Alan Helsius; sister-in-law Rose Geiser; nephew Geoff Phelps; and loyal friends Aram Mazmanian, Madeleine Konig, Oscar Mazmanian and Eleanor Mazmanian. He was preceded in death by his beloved parents, Wilmer and Gertrude (nee: Kytta) Phelps, brother Gregg Phelps and grandparents, George and Belle Phelps and partner Kevin Stebbins. Their shared memories will serve as a lasting legacy of his impact and compassion.

As we reflect on Randy's life, we celebrate a brilliant mind who forged a path in the realm of astronomy, contributing to our understanding of the universe while nurturing the dreams of future generations of scientists. His unexpected departure is a profound loss to all who knew him and to the scientific community at large.

Randy will be laid to rest at Lakeview Cemetery in Cleveland, Section 5E, Lot 309, Grave 1-A in a private graveside service.
