Richard was born on July 30, 1948 in Milwaukee, WI, the son of Wallace and Viola (Minor) Belanger. He graduated from Cudahy High School in Cudahy, WI in 1968. On August 25, 1973, Richard married the love of his life, Cynthia "Cindy" Hanzel, in Cudahy, WI. Together they were blessed with two children, Ryan and Heather.

Richard worked for Artos Engineering in New Berlin, WI from 1969 to 1998 and Eaton Corporation in Milwaukee, from 1999 to 2002. In 2002, he began a new career as an after-school supervisor and daycare teacher at Saints Peter and Paul in Milwaukee, WI. He was lovingly known as Mr. B. and continued to work there until his retirement in 2009. He was a volleyball coach at Catholic East Elementary School from 1995 to 2008.

Richard loved his family and enjoyed vintage cars, collecting antiques and vinyl records from the 50's, 60's and 70's, geography, and vexillology (i.e. the study of flags). He admired Victorian architecture and volunteered at the Pabst Mansion in Milwaukee as a tour guide.

Richard is survived by his beloved wife Cindy; two children, Ryan and Heather (Patrick Binversie) of Milwaukee, WI, granddaughter Bianca, and many nieces and nephews.

He was preceded in passing by his parents, Wallace and Viola; three sisters, Delores Yngsdal, Shirley Frakes, and Kathy Gohlke; one stepsister, Loretta Stanlake; two stepbrothers, Curtis and Eldon Belanger; nieces, Christine Rodman, Nicole Webb, Pam Frakes, Valery Webb, Lori Stanlake and nephew Ed Gohlke and Landon Peters.
