Richard Horne
1958-2024
Richard Lee Horne, long-time resident of McLean Gardens in
Northwest Washington DC, passed away at home on November 14th. He
was 66.
Born July 2, 1958 and raised in Norwalk, CT, Richard moved to
Washington DC in 1976. A graduate of The George Washington University,
he earned his undergraduate degree in Special Education in 1980 and an
Ed.D. in 1996. He taught special education students in the DC area for
nearly a decade before joining the Academy for Educational Development
in 1992.
From 1998-2000, he staffed the Presidential Task Force on the
Employment of Adults with Disabilities, which evolved into the Office of
Disability Employment Policy in the US Department of Labor. While at
Labor, Richard played a significant leadership role in assisting the Bureau
of Labor Statistics in developing a statistically valid instrument for
measuring and reporting the labor participation and unemployment rates of
people with disabilities as part of BLS monthly survey. He enjoyed being
with friends at a second home on the beach in Rehoboth, MD, playing with
his cats, and promoting the full participation of youth and adults with
disabilities in all aspects of life.
Richard is survived by husband Joseph Moubray; brothers, James
(Renee), Michael (Shelley), Ronald (Linda), David (Joyce), Timothy (Marie),
Eugene (Toni); sister, Caroline (Thomas) Robinson; 14 nieces & nephews;
15 great nieces & nephews; & countless mentees across the country. He
was predeceased by parents James and Michelina, sister MaryEllen, &
brother Robert.
Memorial services are pending. In lieu of flowers, the family requests
donations be made in Richards name to the National Alzheimers
