Born on 21 July in the same year as was the birth of the King (Elvis) but in Glen Cove, Long Island, thus came the Irish charmer Richard(or Rich) E. McLoughlin. He was an altar boy In St. Patrick's Church and elsewhere as the family moved around to Providence, Rhode Island, among other postings in the northeast for the Army career of his father Charles A. McLoughlin. His mother was Honey (Helen) Carney McLoughlin.

When Richie was about fifteen the family settled down in Westmere at 8 Patricia Avenue, a new development on the western fringe of Albany, NY. where Charles was a civil engineer for Albany County. Later Helen was a receptionist for Dr. Stephens whose office was on Partridge Street in Albany, below The College of Saint Rose.

After four years in the Navy on an aircraft carrier, he attended and graduated from Siena College in 1962 with a major in history. He worked for Farm Family Insurance and eventually at Albany Medical Center in HR under Ray Brunner followed by positions as head of HR at St. Mary's Hospital in Troy and then at Samaritan Hospital with Bob Kay.

He and wife Mary Ann Schultz McLoughlin traveled to London when there was an attack at the Olympics, to Mexico, Europe including Florence (Italy), Athens, Greece and Belgium, countries in the Soviet Union among others and Egypt. He furthered his academic background with a master's degree from The College of Saint Rose with election to Delta Epsilon Signa Honor Society in 1990.

Then he was recruited to be mudir at a hospital in Yemen by Saudi Arabia. During vacation time Richard the Rebel (once had a motorcycle by that name) was able to fulfill his dreams of travel to India, China and the near East, thus experiencing for real what he had studied academically.

He leaves behind his wife, Mary Ann. They married on a beautiful Saturday, August 13, 1966 which they celebrated 50 years later on a hot (96 degrees) and an insanely thunder and lightning Saturday, August 13, 2016 at Wunderbar Bistro in Hudson, down from their Victorian home in Schodack Landing,NY (The Brusseau Estate/actually a brick yard in the 1800's).

Their children are Ann McLoughlin (husband Bob Daley),son Michael (wife Inna) and grandson Kieran McLoughlin. His siblings are Charles T McLoughlin(widower of June) and Mary Ann McLoughlin Cassidy (deceased). Nieces and nephews are Kathy Yamani, Deb Rauch, Tim McLoughlin and Dennis Cassidy. His best friends will forever and ever be Joe Daviero, Phil DiNuzzo and Frank Salluzzo and their spouses.

He passed on November 15, 2025. Arrangements will be private.
