Roy Phillip Phelps, Jr., Child of God, 76 years old, of Tallahassee Florida passed away after a long courageous battle with Parkinson's Disease on December 11, 2025 at 5:48 in the morning with his wife, the love of his life, Cindy Phelps and his Son-In-Law, Chris Mundhenk at his bedside. God took him in the blink of an eye and through his last "lightning flash" straight to Heaven. He was surrounded by his entire family as well as friends throughout the week.
Roy was born January 26, 1949 to Roy P. Phelps, Sr. and Colleen Phelps.
He has been a member of First Baptist Church of Lloyd for many years, serving in several different areas and involved in Youth Missions Trips, teaching building skills to the youth and involved with the local Christian Mission Hands4Him providing building repairs to those less fortunate. He served on many different committees to include the Stewardship Chairman and Trustee for the Church. Additionally, he was a member of the Florida Council on Crime and Delinquency for 33 years, serving on the local and state board committees in many different capacities.
Roy was with the Florida Department of Corrections for over 26 years, beginning in 1989 at Lake Butler RMC building the West Unit then moving on to Lancaster CI, Polk CI, Tampa Regional Service Center, Ft. Lauderdale Regional Service Center, Hardee CI, Columbia CI and then on to Central Office Bureau of Facilities Services in 2003 and retired in 2015 as the Assistant Bureau Chief overseeing major repair and renovation, environmental and construction projects throughout the state correctional facilities.
Prior to his FDC employment, he was a Patrol Officer for the City of High Springs, a Deputy Sheriff for Alachua County and co-owned and operated Phelps Construction Company with his Father and was also a Long-Haul Truck Driver.
He proudly served in the United States Army beginning in 1969.
Roy is survived by his wife of 30 years, Cindy Philmon Phelps of Tallahassee; Mother: Colleen Phelps of Lake City; Son: Roy Phillip (Jennifer) Phelps, III of High Springs; Daughters: Misty (Ryan) Emerson of Lake City, Jennifer (Chris) Mundhenk of Tallahassee, Joannie (Joe) Morse of Old Town; Grandkids: Austin (Kassidy) Phelps, Megan (Nick) Johnson, Colton Thompson, Cary Grace (Cooper) Barnard, Christopher Mundhenk Jr, Casen Mundhenk, Joseph Morse and Jeremy Morse; Great-Grandkids: Kymber Phelps, Wrenlee Johnson, Lawson Barnard and two on the way.
He is preceded in death by his Father, Roy P. Phelps, Sr and Sister, Kathy Youghn.
Roy loved the Lord, his family and those around him. He loved to hunt, fish, and anything outdoors, but most of all he loved unconditionally and loved making memories. He will be missed tremendously but will live in our hearts forever.
A Celebration of Life for Roy will be held on Monday, December 22, 2025 at 11:30 A.M. at the First Baptist Church of Lloyd, Lloyd Florida, with Pastor Jered Day officiating. Interment will be at the Tallahassee National Cemetery, Tallahassee Florida. Arrangements are being handled by Beggs Funeral Home, Apalachee Parkway, Tallahassee.
