Virginia Beach - Sandra Hudgins Davis, born on October 24, 1940, in Norfolk, Virginia, passed away peacefully in her home with her beloved sister Emily by her bed-side on December 25, 2025, in Virginia Beach, Virginia, at the age of 85. A dedicated public servant and cherished family member, Sandra will be remembered for her deep love of family and her joy during the holiday season, especially Christmas, which brought her beloved family together.

Sandra was born in Norfolk and graduated from Granby HS.

Sandra was a proud homemaker and Avon sales rep before beginning her successful career with the Commissioner of the Revenue for the city of Norfolk, VA from which she retired after over 20 years of service. She was a devoted caretaker for many years for her late husband of 55 years Lawrence Davis. Her commitment to her work and her community was unwavering, and she brought diligence and compassion to all she endeavored.

She was preceded in death by her loving parents, Christopher and Sarah Emily "Peggy" (Evans) Hudgins and her dear husband, Lawrence G. Davis. Sandra is survived by her devoted son, Christopher S. Davis; her cherished grandchildren, Steven and Stephanie Davis, of Las Vegas, who she adored; and her sister, Emily Hale of Virginia Beach. She leaves behind a host of other family members and friends who will miss her dearly.

Though no services are planned at this time, Sandra will be laid to rest alongside her husband at Forest Lawn Cemetery in Norfolk at a later date.
