Shelly Latasha Bell-McNeill, of Lumberton, North Carolina, was born on April 29th, 1975, in Lumberton, NC. On November 16th, 2025, Shelly was called home to her eternal rest at UNC Southeastern Regional Medical Center, surrounded by her beloved sisters and a host of family and friends.
Shelly is preceded in death by her unborn child, parents: Arber (Zonnie) Oxendine Jr. and Betty Faye Bell; two sisters, Valentino Oxendine and Pamela West, two nephews: Shawn West & Arber David Oxendine; one niece: Adreanna Skylan Lambert; paternal grandparents: Pearlie & Arber Oxendine Sr.; maternal grandparents: Hosa & Lessie Bell. She is also preceded by other cherished relatives, including two special aunts: Thelma Oxendine Cintron & Velma Oxendine Roberge.
She leaves behind to honor and cherish her memory four beloved sisters: Cathy Bell of Lumberton, NC; Tammy Bell Collins (Mark) of Red Springs, NC; Carol Sue Goins of Fairmont, NC; and Linda Brayboy (Vincent) of Morehead City, NC. She is also survived by two brothers, Anthony Oxendine of Morehead City, NC, and Wayne Locklear of Pembroke, NC; her former husband, Robert Lee McNeill Jr.; and a large circle of family and friends, including several lifelong special friends-Terrance Carter, Sonny Hunt, Heather Petrie, Shanendoa Hunt, and Barbara Hammonds. Shelly also leaves behind her cherished dogs, whom she loved deeply and considered her children.
Shelly's humor, strength, and fierce love made her truly one of a kind. Those who knew her didn't just love her-they adored her. Wherever there was fun, Shelly was at the center of it. Wherever there was trouble, she was the one who stepped in to finish it. And when it came to her nieces, nephews, and family, she stood ten toes down-without hesitation, without fear, and without ever backing down.
Her presence lit up every room, and her absence will be felt in every heart she touched. Though Shelly has gone home, the joy, laughter, and love she shared so freely will continue to live on in each of us.
Revelation 21:4: "He will wipe every tear from their eyes. There will be no more death or mourning or crying or pain, for the old order of things has passed away."

My thoughts and prayers are with the families. So sorry . RIP SHELLY. I´ll always remember the good times we had growing up! The white lake , Fairmont cookouts, church, riding the school bus & acting silly, the sleep overs, playing all the games outside ... just so many memories growing up together.
