Shirley Florence Cline Spiggle Carter, 91, passed away on Thursday, April 4, 2024, at Augusta Health in Fishersville. 

Shirley was born in Verona on June 10, 1932, the daughter of the late Clarence Eugene and Hazel Ruth Sheets Cline. 

Shirley was a lifetime member of Verona United Methodist Church. She went to school at Verona and Mt. Sidney High School. She enjoyed Home Ec, where she learned to sew her clothes, eventually making her own wedding dress and sewing for other people. She played softball and basketball. At graduation, she was awarded "Best All-Around Student". She also sang in Glee Club and helped create the school’s yearbook. She sang with groups for Ruritan plays and put on an amateur show. She also babysat and cleaned houses. 

On June 23, 1950, she married Robert Lee Spiggle and it was the last wedding in the Verona Evangelical United Brethren Church. 

In the new church, she and her mother furnished the nursery. She served as Cradle Roll Superintendent and taught in the nursery. She sang in the choir, was president of Christian Society of World Service, directed a musical, Down by the Creek Bank. She also moved to teach fourth and fifth grades and then fifth and sixth grades. She also taught Golden Deeds Class and Open Door Class. From 1990-1992, she was District President of United Methodist Women. She loved prayer meetings and helped to set up the card ministry. 

She loved gospel music and vacationing at Watermelon Park for Gospel Week. She was a missionary to Rotan, Honduras with Church World Service. She was a Stephen Minister and visited the Holy Land. She worked at ASR where she lost her fingers and at Holsum Bakery for sixteen years. 

She celebrated fifty years of marriage with Robert who died in 2000. Her best gift in life were her five children. She has received much love from her children, grandkids, great-grandkids, and great-great-grandkids. She was blessed in 2007 to marry Curtis Lee Carter who passed away in 2020. 

She is survived by her son, Robert "Robbie" Jonathan Spiggle; her daughters, Ellen Florence Spiggle Parcell and her husband, Ben of Rocky Mount and Grace Marie Spiggle Dick; her step-daughter, Teresa Wagner of Martinsville; eleven grandchildren; twenty-one great-grandchildren; and four great-great-grandchildren. 

In addition to her loving parents and her first and second husbands, she is preceded in death by her son, Jeffrey Kim Spiggle; her daughter, Shirlette "Joy" Joyce Spiggle Tinsley; her grandson, Jeremy Wellons Spiggle; her brothers, Clarence, Jr. and Melvin Cline; and her sisters, Marjorie "Tina" Scavotto, Gay Conger, Helen Miller, and Paulette Cline. 

The family will receive friends from 6:00 - 8:00 PM on Monday, April 8, 2024, at Henry Funeral Home in Staunton. A funeral service will be conducted at 11:00 AM on Tuesday, April 9, 2024, at Verona United Methodist Church with the Reverends C. Edward "Ed" Pruitt and Shawna Hiner officiating. Interment will follow at Mount Pisgah United Methodist Church Cemetery.
