Susan "Janell" Waters was called home on Sunday, September 28, 2025, surrounded by her family.

Janell was born on September 7, 1951 to Bernice and Gertrude Waters in Panama City, FL. She graduated from Rutherford High School, class of 1969. Janell worked for the Bay County Sheriff's Department as a Correctional Officer and then as a Crossing Guard at Callaway Elementary, as well as providing child care at Callaway Day Care. She did not have kids of her own but touched the lives of many children through her life's path. Janell also loved the Florida Gators, wrestling and animals.

Janell was preceded in death by her parents; and her brothers, Fred "Gator" Waters and Lowell Waters.

She is survived by her brothers, Bud Waters (Sue) and Danny Waters (Donna); sister, Freida Cioeta (Don); sister-in-law, Carole Waters; nieces and nephews, Jimmy Waters (Suzanne), Leslie Martinez (Rich), Leigh Waters, David Waters (Christy), Melissa Thrasher, Russ Waters, Kelly Sweatt (Blake), Michelle Garnett (Daniel) Ashley Rogers (D.J), Carrie Taylor (Derek) and Travis Robertson; aunts, Myrl Whalen and Helen Waters; many great nieces and nephews and great-great nieces; numerous cousins; and two fur-babies, Teddy and Grace.

A memorial service will be held on Monday, October 6, 2025 at 10:00 a.m. at Heritage Funeral Home, with Mike Parker officiating. The dress code will be casual, as that is what Janell would have preferred.

In lieu of flowers, donations may be made to: Bay County Animal Control, 6401 Bayline Dr., Panama City, FL 32401; or Rock Solid Church, 8106 Hwy 2301, Panama City, FL 32404.
