Tobie was born in Oklahoma City to Tob & Ima Gene Fleeman on May 31st, 1941. He attended Capitol Hill High School. During the Vietnam War, Tobie enlisted in the National Guard where he was sent to France to work on Automatic Tracking Radar, the very piece of equipment that then helped track the enemy and troops, now used for weather and plane navigation. That expertise helped him transition to work for the FAA as a government contractor.

During that time, he met and married the love of his life, Jackie Pierce. They married October 26th, 1997. They traveled across every state, Hawaii, Puerto Rico, and Alaska. Tobie used to say – "They're not gonna bring the airports to me, so I've got to go them"!! He loved traveling, Jackie told a story that every town they went to Tobie would take her and locate the church - "Church of Christ" and attend services on Sunday. He did not leave his Christian faith at home!

Tobie was preceded in death by his parents and two sisters, Melvina Wynne and Charlotte Westbrook. He is survived by spouse, Jackie Fleeman, two sons Darren Pierce and Brian Pierce, two daughters Carol Fleeman and Cheryl Fleeman. Grand children, Ryan Gharajeh, Lexi Newmark, Kylie Pierce, Brady Pierce, Annie Pierce, Melissa Pierce, and Riley Pierce.
