Victor Arthur Lay was born in Boone, North Carolina on November 05, 1972 and was 53 years old at the time of his death on February 18, 2026. He was a lifelong resident of Johnson County, Tennessee. He was of the Christian faith and was baptized at age 8.

Victor was preceded in death by both his parents, the late Victoria Earline K. Lay and the late Allan Richard Lay, and one aunt, Barbara Anne Dunn. He is survived by his three brothers David Lay and spouse Pamela of Laurel Bloomery, Charles Lay and spouse Jennifer of Brandenburg, KY, and Duane Lay of Laurel Bloomery. He had three nieces and one nephew, Virginia "Ginny" Lay, Gianna Cross and spouse Hunter, Bryan Lay and spouse Samantha, and Holly Lay. He also had three great-nephews and one great-niece, Grayson Lay (Gianna), Eloisa Cross (Gianna), Oliver Cross (Gianna), and Oliver Lay (Bryan). Victor was also survived by his aunts and uncles Willa Gray Adams and spouse Pete, David "Buck" Kirby and spouse Elaine, Bitha "Bitha Lou" Pardue (Billy Ray, deceased), Katherine "Kathy" McFadden (Bill, deceased), Chana Kirby, Kenneth Dunn, as well as his great-aunt Tula “Toots” Wilson. Also left to cherish his memory are numerous cousins as well as the family of Earl and Vickie Price. He will be forever missed by so many it would be impossible to mention all of them here.

Victor loved being active and outdoors. Fishing, crafting, and woodworking were some of his favorite hobbies. He worked in construction, but he always found time to help anyone who asked. Victor had an amazing way of making friends with anyone and never met a stranger. He always gave more than he received in all his relationships. Victor always found a good perspective for any situation. He loved to laugh with and love others. He loved too easily to ever describe in full. Victor walked as a man, now he flies as an angel.

Friends may pay respects and sign the register book from 3:00 – 5:00 p.m. on Friday, February 27, 2026 at Mountain City Funeral Home.
