William "Bill" Lowe, Sr. Obituary

In Loving Memory of a Distinguished Life

It is with deep respect and fond remembrance that we celebrate the life and legacy of William Rufus Lowe Sr., who passed away peacefully at his home in Aurora, Colorado, on June 21st, 2025, at 8:03 PM, at the remarkable age of 91.

Born on September 16th, 1933, in Augusta, Arkansas, William was the eldest child of Edmund Thaxton Lowe and Annie Mae Roberts. From an early age, he exhibited a passion for learning and a drive to achieve that would characterize his life's journey. William graduated from Oakland Technical High School in Oakland, California, and continued his academic pursuits with undergraduate coursework at San Bernardino College, San Francisco State College, and Southern Colorado State College. He earned his bachelor’s degree from the University of Nebraska, Omaha, and went on to complete a master’s degree at the University of Colorado, Boulder, where he majored in Finance and Economics. Additionally, William completed numerous doctoral-level courses at CU Boulder, further demonstrating his lifelong dedication to education.

William, affectionately known as Bill, answered the call to serve his country as a proud member of the United States Air Force from September 15th, 1955, to September 30th, 1971. His distinguished service included an outstanding award in 1979 for his contributions as ground radio superintendent for the Aerospace Electronic Maintenance Division of the Aerospace Defense Command, notably between July 1967 and March 1971.

Following his military career, Bill’s commitment to service took new form in his professional life. He began as the Administrative Services Officer at the Denver Opportunity Industrialization Center, Inc., where he worked to create career pathways for disadvantaged and underemployed individuals. Continuing his devotion to public service, he contributed to the CU Public Services Career Program, opening doors for countless others.

At the University of Colorado Health Sciences Center, Bill advanced from Assistant Personnel Director to Personnel Director, dedicating nearly two decades to CU, ultimately serving as Associate Vice Chancellor for Business Services. He retired in July 1992, having made a lasting impact on both colleagues and the broader university community.

Bill’s commitment extended far beyond his professional achievements. As an active member of Kappa Alpha Psi fraternity, he founded and directed the Guideright Program, encouraging minority high school students to stay in school, excel academically, and pursue higher education, a testament to his passion for mentorship and empowerment.

Bill’s life was enriched by many hobbies and passions. He was an accomplished builder, following in his father’s footsteps, and found joy in playing chess and checkers. Jazz music resonated deeply with him. He also had a well-known fondness for cookies and sweets, sharing treats and laughter with friends and family alike.

William Rufus Lowe Sr. is survived by his loving wife, Gloria Lowe; his daughters LeAndrea Rogers, Eunice Lowe, and Dolores Rochal; his sons William Lowe Jr. and Alfred Lowe; as well as numerous grandchildren, great-grandchildren, and great-great-grandchildren. He was preceded in death by other beloved family members.

William’s legacy is one of service, dedication, and love, an inspiring journey marked by perseverance, kindness, and a steadfast belief in the power of opportunity and education. He touched countless lives, and his memory will remain a guiding light for all who knew him.

He will be deeply missed and forever cherished by his family, friends, and the many communities he so faithfully served.

May he rest in peace.
