William "Billy" Culver, 67 of Virginia Beach passed away on February 26, 2026 surrounded by his family. He was born on July 2, 1958 in Natick, Massachusetts. He brought happiness to many while living life on his own terms. He spent his lifetime as a career locksmith while always helping others. He was predeceased by his parents, Dwayne and Carol Culver of Virginia Beach. He is survived by siblings Patricia Overstreet (Robert), Robert Culver (Melinda), Linda Venezia and Mark Culver (Marie). He is also survived by many nieces, nephews and friends that adored him. Cremation Society of Virginia will provide assistance. Please offer your fondest condolences to the family at the Cremation Society of Virginia website. A private celebration of life will be held at a later date.
