William J. Feeney of Estero and Naples Florida died peacefully on Tuesday, February 10, 2026, with his family by his side. He was 82.
Born in Philadelphia he was the beloved husband of Carol M. Witte Feeney for the past 60 years. Son of the late Martin and Agnes Maag Feeney, brother of the late Eileen McGowan and James Feeney.
Bill lived in the Lawndale section of Philadelphia until he graduated from elementary school. His family then moved to Plumsteadville. He graduated from St. Francis Preparatory School in 1961 and received his Bachelor of Science Degree from Trenton State College. He also graduated from the FBI Academy.
Bill's professional career in Law Enforcement, started in 1966 when he joined the Northampton Township Police Department as a Patrolman, Badge # 4. Bill rose through the ranks and was promoted to Sergeant in 1969. He continued onward and upward and was promoted to Lieutenant in 1971, and then, in 1975, was named Police Chief and served his community until he retired as Chief in 1995 and moved to
Naples, Florida.
Bill Feeney became a director of William Penn Bank in 1985 and served until its ultimate sale to Mid Penn Bank in 2025. He became chairman of the board in 2008. Also in 2008 he oversaw the transition of William Penn from a mutual savings Bank to a publicly traded stock Bank. During his tenure as chairman William Penn Bank merged with Audubon savings in 2018 and acquired Fidelity savings and loan association of Bucks County and Washington savings Bank in 2020. Under his leadership as chairman the bank more than tripled in size and was widely respected in the banking community and the community at large.
Bill not only worked in Northampton Township but lived at Maple Leaf Farm in Richboro. He bought and sold farm equipment, raised steer and other farm animals and grew chrysanthemums. He was also a well-known landscape designer.
He was a former member of Doylestown Country Club, Pelican Marsh Golf Club and presently a member of the Estero Country Club at the Vines.
Bill was a gentle giant; he had the best laugh and a very quick wit. He enjoyed his Irish heritage and could sing a super rendition of "Danny Boy". In Naples, he and his wife Carol opened a successful Flower Shop, called "Occasions", with which they operated alongside their son, Sean, for many years.
Living in the warm climate of Naples Bill wanted to keep busy. Other than playing golf, he found time to be a well-loved bartender at Pelican Bay Country Club, where he made many friends.
Bill and Carol discovered a love of travel later in life. They enjoyed many great transatlantic cruises, toured throughout the Baltics, Ireland, Spain and the United Kingdom and always had time to plan another trip. They especially loved their yearly month spent in St. Martin.
Bill was fond of saying that his best role in life was being a father and pop-pop.
