Bill was born in Pittsville, Maryland, and attended Pittsville Elementary and High School. His degrees include an A.A. in Business Administration from Salisbury State College and Bachelor's and Master's Degrees in Business Education from the University of Maryland College Park.
Bill retired after 40 years with the Wicomico County Public School System, serving his last seven as Superintendent of Schools. He was an adjunct faculty member at Salisbury University. Bill served in the Army National Guard of Maryland and was honorably discharged in 1965 at the rank of Sergeant (E-5).
His participation in professional organizations included past chairman of the Maryland Professional Standards and Teachers Education Advisory Board, past president of the Maryland/O.C. Association of School Business Officials, the Maryland Negotiation Service, and the Public School Superintendent's Association of Maryland. He served as a member of the Thornton Commission.
He was very active in his community and held several leadership positions at Zion United Methodist Church. He was involved with Salisbury Kiwanis, the American Red Cross, Salisbury PONY Baseball League, MAC Senior Advisory Committee, and Salisbury Rotary Club. As a baseball coach, he coached a 16-18 year old Big League All-Star team to an Eastern Regional Championship and participated in the Big League World Series.
After his retirement, Bill served as the Executive Director of O.U.R. Community Inc. and was on the Advisory Board of the Salisbury Horizons Student Program. He also served the United Way of the Lower Eastern Shore, with two terms as President of the Board of Directors, and served as a Superintendent Search Lead Consultant with the Maryland Association of Boards of Education. He recently was President of the Wicomico County AARP.
Bill was recognized by the Salisbury Rotary Club as a "Four Way Test" Award recipient, was presented the Jim Barrett Community Leadership Award by the United Way of the Lower Eastern Shore, and the "Horizons Hero" award by Horizons of Salisbury. He was awarded an Honorary Doctor of Humane Letters Degree by Sojourner Douglas College.
He resided with his wife, Katherine, in
Salisbury, Maryland. In addition to Katherine, Bill leaves behind his sons, Jeff (Jackie) and Keith (Michelle); and six grandchildren, Tyler, Morgan, Brandon (Caitlin), Zachary, Bailey, and Jeremy. He also leaves behind a cousin, Al Townsend (Linda). Bill was preceded in death by his parents, William T. Middleton Jr. and Beatrice Middleton, and a twin brother. He was well known for his love of auctions and auctioneering and worked for several auction houses throughout his lifetime.
Visitation will be held Thursday, September 18, 2025, from 5:00 to 7:00 PM and Friday, September 19, 2025, from 1:00 to 2:00 PM at Holloway Funeral Home in
Salisbury, Maryland. A funeral service will be held Friday, September 19, 2025, at 2:00 PM at Holloway Funeral Home. Burial will follow in Pittsville Cemetery.
