It is with great sadness that the family of William Arthur. Riggins, Jr., announce his passing on March 23, 2025 at the age of 76 years. Originally from Baltimore, Billy was the son of the late William A. "Ottie" Riggins, Sr. and Virginia Pauline Riggins. He was a loving and devoted husband to the late Sharon Lea Riggins of 46 years. Billy was a dedicated family man and a wonderful father to his daughter, Michelle Riggins Joyner, and her husband, Dell who he called Son. He was a proud grandfather to Jake William Joyner. He had a close relationship with his sister Helen Richardson, who preceded him in death.
He was a spirited brother-in-law to William Irvin Klemkowski, Jr. and his wife Lois of Rehoboth, and Michelle Klemkowski Fannon and her husband Tom Fannon, of Selbyville. He was a fun-loving uncle to Christina Rose Klemkowski, William Irvin Klemkowski, III, Charles H. Klemkowski, Jr., Charles J. Fannon, Daniel A. Klemkowski, Brian Richardson and Laura Bartlett. He was a loving grandfather figure to June Khongpatimakorn. He is also preceded in death by his brother-in-law Charles H. Klemkowski.
He is survived by his adoring girlfriend of nine years, Marti Hoban "Riggin" of Severna Park. They loved spending time together at the beach but especially cherished their offshore fishing trips to the Caribbean.
Known for his vibrant personality, his zest for life touched the hearts of everyone who had the privilege of knowing him. He spent the majority of his career in management with UPS in the Baltimore/Washington area. After retiring 20 years ago, he embraced his love for the beach and made Ocean City his home. His passion for fishing led him to countless days on his boat, with the Jackspot being his favorite place to cast a line. He considered Charles Fannon his first mate, whether they were out on the water or simply riding together in the car. When he wasn't fishing, Billy loved dancing, telling hilarious stories, and had a unique way of making everyone feel special. Billy embraced each day with a smile and had an everlasting impact on family and friends. His memory will live on in the stories we continue to tell and the smiles we will never forget.
A visitation will be held on Friday, March 28, 2025, from 2:00 pm to 3:00 pm at St. Mary's Star of the Sea Catholic Church in Ocean City, MD. A Mass of Christian Burial will immediately follow at 3:00 pm. Interment will be at Cedar Hill Cemetery on Ritchie Highway in Baltimore on Saturday, March 29, 2025, at 1:00 PM. In lieu of flowers, a donation in Billy's memory can be made to Marlins for Mason, https://marlinsformason.com/. If you would like to send flowers, please feel free to send them directly to The Burbage Funeral in Berlin, MD. Letters of condolence can be sent to the family via www.burbagefuneralhome.com. Arrangements are in the care of The Burbage Funeral Home.
