There has been many wonderful people who have made a positive impact on my career and life.Other than my lovely wife Barbara and my family ,nobody made a bigger impact on me then Chief Bill Farrell. I met him in 1970 when I was assigned to his squad on Sherman Ave. He took me under his guidance,as he did many other young police officers, and saw to making all of us professional and caring for the city and people we served. As the years go by, as they will,I had the privilage of assending in rank,and with that privilage comes the responsibility of command. I always knew what kind of "meeting" I would have with him when I would be summond to the Chiefs Office. When I heard him say send Len in,It would be cordial. When I heard send in the Commander,I knew it would be strict business. And on rare occassions,when I heard send in Gallo and close the door,I just put on my helmut and shut up to fix what went wrong.Bill always had an open door for everyone and every body got treated with fairness. He was a true professional, and a member of the best that the city has ever seen.I have been a lucky man to be his friend for almost fifty years.

There are certain moments in life that one always remembers which continues to impacts an individual throughout the years.
Although perhaps not so important to other's, I have never forgotten the day that I stood in the Chief's presence, raising my hand, and repeating my oath of office, to the City, and the New Haven Department of Police Services.
A natural leader in every respect, he will be sorely missed by the men and women whom he led, and will always continue to touch.

Chief Farrell was the greatest Chief of Police that New Haven ever had. He was a caring, sincere person that held his personnel to that same level of professionalism. In my Law Enforcement career I have worked under the command of many Chief's, none could compare to the qualities of Chief Farrell. Rest in peace Chief knowing that you left this world a better place than you found it.

Chief Farrell was a unique man. He and my father, Steve Patten, joined the NHPD at about the same time. I have known Chief Farrell for my entire personal and professional life. I remember him visiting my dad at Hospuce moments before his passing in 1995. Chief Farrell always condected himself with dignity and integrity. He was role model for many police officers, including me primarily because he put his officer's first. He will be missed. There are few of his kind left.
