I served under CDR Billington leadership back in 1997-8 while stationed at VR-57. I had several flights with him. I recall great memories in Stuttgart that still leave me laughing. CDR was so kind to have sent my husband and I a card when our son was born in 1999. CDR is only of a few people I recall because he was such a good person. His leadership influenced me heavily as I picked up my commission in 2002. This was heart breaking to come across. CDR will always be remembered for his kindness and laughter he brought to all those meetings/briefings. May he rest in peace.

I was told by a mutual friend that Scott was in the Delta new hire class after mine and to go and meet him. I warmed to him immediately. I recall an evening a couple years later when I ran into him at a Who concert in San Diego. He was having a ball and very much looking forward to the show. He encouraged me to join him to share in the joy of listening to the Who perform. I didn't think that we would be able to workit out, but I knew that it would be more enjoyable in his presence. On another occasion, I broached a situation with him regarding a friend of his, someone whom I did not know. He immediately undertook efforts to get it resolved. It truly was a class act. I regret that our paths did not cross as much as they could have because it's clear that he touched his friends and family deeply. I shall keep Scott and his friends and family in my prayers as they grieve his loss. Fair winds and following seas, Capt. Billington. May God bless you and keep you safe. With sincere condolences, Capt. Kevin M. Mac Donnell

Scott and I were roommates in Corpus Christi, TX as we went through Navy flight training together and a groomsman in our wedding He was one of the most laid back, life-loving people I have ever known! He was someone we always loved to be around. Words cannot express the sorrow from his passing. May the memories of Scott help find peace.

There was never a dull moment when in Scott's presence. Scott and I roomed together at the NSF Summer Physics program over at ECU during the summer of 1976. Without his humor to keep me awake, I would have dozed off during the midday lectures.
Though our lives took different paths as we entered adulthood, upon learning of Scott's recent passing, a heavy pause of disbelief brought my world to an instant stand still. Scott had the respect of all who knew him. Never though, did he demand it. That is a rare, rare beautiful trait of an altruistic soul.

I would always seek Scott out at the ball fields and enjoyed any chance we had moments to catch up and talk about life. Even when he was really sick he would ask me how I was doing and about my endeavors. Truly a man with great compassion and interest. I miss him. Our heart goes out to the Billington family
