William Billard Obituary

William (Bill) D. Billard passed away during his sleep at his home in Pyeongtaek, South Korea, April 23rd. Bill was born in Ann Arbor, Michigan little more than 60 years ago and grew up in Statesboro, Georgia. He attended Georgia Institute of Technology and graduated in 1979 with a Bachelor's degree in Civil Engineering. Bill is a registered Professional Engineer (PE) in the State of South Carolina, an accomplishment not every engineer can achieve.

Bill found joy in life every day. His hearty laughter was how his coworkers knew where he could be found in the office or in the field. His greatest joy was his children and grandchildren. The pride and love he had for his children was evident whenever he spoke of them.

The love Bill had for his wife of 10 years was true and visible. They enjoyed life together and had many adventures, big and small.

Bill started his civil service career with the Naval Facilities Engineering Command (NAVFAC) where he served over 22 years before joining the U.S. Army Corps of Engineers in 2008 working for the Savannah District as their Contract Administration Branch Head.

After completing work for the US Army in Afghanistan, Bill came to Camp Humphreys, South Korea in May 2013 and served as the Parcel Two Resident Office Resident Engineer responsible for the successful execution of the $1.4B Land Development Utilities and Infrastructure Program and other host nation funded projects. He took over The Construction Surveillance Resident Office in January 2017 where he was responsible for 35 projects valued in excess of $2.7B. Everyone who worked with Bill grew to love him. His honesty, hard work, and desire to see his employees advance in their careers made him respected by all.

Bill is survived by his wife, Pamela L. Fandrich, DVM, and daughter Nancy Sue Duncan, son-in-law Brad Duncan and granddaughter Mary Pat; son William Dean Billard II, daughter in law Jill Clark Billard and granddaughter Hawley Francis; and son Michael Patrick Billard. Bill is also survived by his father Lloyd Jack Billard and stepmother Betty Cook Billard; his mother Fon Anderson, his brother Robert Billard, sister-in-law Bridget Billard and two nephews, and sister Gina Anderson.

A private ceremony was held May 7, 2017. Remembrances can be made to Coastal Pet Rescue at www.coastalpetrescue.org.
