Thomas John Gilligan (Age 78)
Of San Francisco, CA died peacefully in hospice care on the evening of December 2, 2018. Originally from Boston, MA, Tom had been a resident of San Francisco since 2011.
Tom spent most of his life in Washington DC, first as an undergraduate at Georgetown University where he graduated in 1962. Later, as a Navy Lieutenant, he was stationed in Washington, DC after serving a tour in Vietnam. Tom resigned his commission in the Navy in 1968 and began a career as a health care lobbyist, staying in the field for nearly 30 years. Tom loved politics, Capitol Hill and conversation, especially at his favorite restaurant, Gary's on M St.
Tom was also an adoring father to his daughter Eliza, and son Andrew, and was never happier than when making pancakes for breakfast on a weekend morning, even better when there were extra kids from a sleep-over. Tom's retirement to San Francisco also allowed him to spend time with his grandson Liam, with whom he enjoyed playing cards and board games.
Son of the late Frances (nee White) and Arthur Gilligan, brother to the late Peter M. Gilligan, Tom is survived by his daughter Eliza and her husband Bradley A. Lenz of Macon, GA, his son Andrew Gilligan, wife Sally and son Liam of San Francisco, CA and his many, many cousins descended from "Ma" and "Pa" White of Boston, MA.
A gathering to memorialize Tom's passing and celebrate his life will be held at his apartment, 440 Davis Court, Apt 501, San Francisco CA on Saturday, December 8, 2018 from 1-3 PM. His family is so grateful to his community of friends in San Francisco for making the last eight years of his life so satisfying and enjoyable. His final years were truly "golden".

My sincere condolences to the family of Tom Gilligan.
I've known Tom since the mid-nineteen 90s, we worked together on many healthcare EDI and HIPAA related issues in committees and on Capital Hill. I was one of his last Board Chairs of AFEHCT before it became part of HIMSS and his retirement. He was always enjoyable to be with, his voice would often fill the room with his knowledge and good cheer. I will miss him, he was a good friend to me during that time.
