Officer James Lowell Capoot, 45, of the Vallejo Police Department was killed in the line of duty on Nov. 17, 2011 in Vallejo, Calif. A loving and devoted father, husband, son, brother, uncle, officer, coach, neighbor and friend, Jim lived a full and extraordinary life.
Born Nov. 2, 1966 in Little Rock, Ark., Jim attended local schools in Little Rock and graduated from John L. McClellan High School in 1985, where he was a distance runner on the cross country and track teams. Jim enlisted in the United States Marine Corps at age 18 and was stationed at Mare Island Naval Shipyard in Vallejo, where he met the love of his life, Jennifer Eileen DeCarlo. The two were married at St. Basil's Catholic Church in Vallejo on Aug. 29, 1987.
Jim left the Marines in 1989 but remained on Active Reserve through 1993. In 1990, he joined the California Highway Patrol and began his career as a peace officer. And, in 1993, he joined the Vallejo Police Department.
For 19 years, Jim distinguished himself as a Vallejo police officer while endearing himself to the Vallejo community. He served as a motorcycle officer, motorcycle instructor, driving instructor and SWAT officer. He received two Vallejo PD Medals of Courage, one Life-Saving Medal and many other department commendations. And, in 2000, Jim received the Officer of the Year Award.
Jim coached the Vallejo High School varsity girls basketball team and in his second year led the Apaches to a 25-7 record and a Sac-Joaquin Section Division II Championship. Jim left the Apache bench in March 2011 to bring into his home the two children of close friends who were killed in a motorcycle accident in January.
A Vacaville resident since 1995, Jim loved to say, "I'm dedicated to my job, devoted to my family."
His father, Lowell Jesse Capoot, preceded him in death. He is survived by his mother, Beverly Sue (Hampton) Capoot; his mother-in-law Vivian Mullen DeCarlo; his wife of 24 years, Jennifer; his three daughters, Jillian, Jamie and Justine Capoot; brother and sister-in-law Louie and Susie DeCarlo; his nephew, Brandon Grote; and nieces, Jesseca Cudd, Savannah and Siena DeCarlo.
Services will be held at 11 a.m. Wednesday, Nov. 30, at Corbus Field, Vallejo High School. Buses will run from McCormick Hall at the Solano County Fairground to Corbus Field.
In lieu of flowers, the Vallejo Police Officers Associations has created a memorial fund on behalf of the Capoot family. Donations can be sent to the Officer James Capoot Family Trust, c/o Vallejo Police Officers Associations, Sgt. Mark Nicol,

I've known Jim for nearly two decades. Jim had a quick wit, very dry and sometimes abrasive sense of humor that kept me rolling. If you did not want to know how Jim felt about something, you did not ask him a question. Sometimes you didn't even need to ask him a question and he would give you a candid response. Even writing this now and reflecting, he is making me laugh.
Jim was the embodiment of the warrior soul. Jim loved his beloved Marine's and always gave me crap for having served in the Army. However, he would always follow-up his bashing with a mischievous grin, a twinkle in is eye and say with a sarcastic chuckle, “I still like you even though you weren't a Marine…oorah, Semper Fi….BC!” And I'd reply, “I may not be a Marine, but I've never been AAA with a badge like you.” We'd both laugh.
Jim was an OUTSTANDING Police Officer, who was very proud of his father and was a great legacy. His father would have been very proud of Jim. When Jim logged onto his cruiser MDC at the beginning of his shift he always logged his father on as his “rider.”
Jim was an equally proud husband and father. He brought his daughters on ride-a-longs with him, he brought them into Patrol briefings, watched him interact with his coworkers and got to hear “stories” I'm sure they will appreciate in the future. Jim was also very proud of his Vallejo HS girls Basketball team and their accomplishments. Jim had a heart of gold, he liked people to think he was a toughguy and he was tough, but under that tough exterior, he was one of the kindest and most generous men that you would ever meet.
One thing that demonstrates his generosity is, not too long ago, Jim and his wife, Jennifer, took in two children of long time family friends who had died in a motorcycle collision and treated them as their own.
Jim was very honest, loyal, honorable, energetic, dedicated and a class act, just to mention a few attributes. Jennifer, we will always be here for you and the girls (or should I say women). Girls…remember you are a Capoot, your Dad will always be watching over you Semper Fi Devil Pups…oorah!!

My sympathy goes out to Jim's family, friends and fellow officers. My grandfather was a police officer in Alexandria, VA for 42 years and was wounded twice. I personally knew 4 officers from that dept. who died in the line of duty. Bernie Scharwz(sp) was a Pinole beat officer in my neighborhood when he was struck down in the early 90's. Sgt. Daniel Sakai, Oakland Pd was gunned down with 3 others in March 2009. Sgt. Sakai (Danny) was the brother of my grandson-in-law, Tommy Sakai. The hurt never goes away, but time does ease it somewhat. I feel sad that I never personally met Officer Capoot. I live in Vallejo and am certain I saw him while he was protecting the community. I followed the stories that came out after his death about how he helped so many and was so involved and then I watched his memorial on line. He was so loved by his family and friends and so many in the community he served. In a time where some try to make police officers to be the enemy- it is comforting to see that there is goodness still in those who serve. I always have had the greatest respect for those who serve in such lines of work where safety is at stake and have been called an "idealist" in believing the good are called to duty. I know I am right because of people like Officer Capoot and prior to this tragedy have always been supportive of those in law enforcement. Officer Capoot served and protected in the highest level of integrity and honor. To his family-the pain and loss you are feeling now will lessen over time and you all are in my and so many others prayers. For now you are in the middle of such a terrible shock and tragedy and I hope you find strength in the outpouring of love so many have for your husband and father. I know your hearts are filled with the love that you shared together as a family and it will be this love and these memories and time that gets you through this. Jim was a family friend and we had a great trip out to Virginia to go see a NASCAR race. i just graduated high school and wasn't quite sure what i wanted to do with my life. On the air plane i sat and spoke with Jim about being a police officer and he answered all of my questions i had for him. when we got back from the trip i went on a ride along with Jim and got to see first hand what being a true police officer was all about. My sister Charlotte and Jennifer became good friends years ago and along with her I had the pleasure of meeting Jim. When my nephew Joseph Thurston was beginning his career in baseball Jim and his family was there and continued to support Joey in his dream of being a pro baseball player. He was someone my oldest son Wyzell Washington looked up to and held him close to his heart because he was there when my son needed him. When my dad Earl S. Ellis Sr passed away 3 years ago this March, Officer James L. Capoot attended in full uniform and gave my mother and our family his condolences and support. To the entire Capoot family, I am honored to have known Jim, shared laughter with him and even conversations about my own direction in life. I will miss his infectious smile. He will truly be missed but he will forever be loved. May God bless you and give you peace.

I had the pleasure of working with Jim for a few years, and in memory he was a great officer and always there when you needed him. His service and heart will be dearly missed. I celebrate his time and wish him the best in eternity, he wont be waiting in line to join his fallen buddies who have gone before him. A two man unit coming up the two J's high speeding thru the pearly gates and finally getting Code 7, yes its clear. My sympathies to the family he will be dearly missed.

To my dearest family, some things I'd like to say...
but first of all, to let you know, that I arrived okay.
I'm writing this from heaven. Here I dwell with God above.
Here, there's no more tears of sadness; here is just eternal love.
Please do not be unhappy just because I'm out of sight.
Remember that I'm with you every morning, noon and night.
That day I had to leave you when my life on earth was through,
God picked me up and hugged me and He said, "I welcome you."
It's good to have you back again; you were missed while you were gone.
As for your dearest family, they'll be here later on.
I need you here badly; you're part of my plan.
There's so much that we have to do, to help our mortal man.
God gave me a list of things, that he wished for me to do.
And foremost on the list, was to watch and care for you.
And when you lie in bed at night, the day's chores put to flight.
God and I are closest to you....in the middle of the night.
When you think of my life on earth, and all those loving years
because you are only human, they are bound to bring you tears.
But do not be afraid to cry; it does relieve the pain.
Remember there would be no flowers, unless there was some rain.
I wish that I could tell you all that God has planned.
But if I were to tell you, you wouldn't understand.
But one thing is for certain, though my life on earth is o'er.
I'm closer to you now, than I ever was before.
There are many rocky roads ahead of you and many hills to climb;
but together we can do it by taking one day at a time.
It was always my philosophy and I'd like it for you too...
that as you give unto the world, the world will give to you.
If you can help somebody who's in sorrow and pain,
then you can say to God at night......"My day was not in vain."
And now I am contented....that my life has been worthwhile,
knowing as I passed along the way, I made somebody smile.
So if you meet somebody who is sad and feeling low,
just lend a hand to pick him up, as on your way you go.
When you're walking down the street, and you've got me on your mind;
I'm walking in your footsteps only half a step behind.
And when it's time for you to go.... from that body to be free,
remember you're not going.....you're coming here to me.
